When I click to a link, instead of the document, I have the following message

Your usergroup does not have permission to access attachments

What does that mean ?
How do I get acces ?

Thats the message you get if you try to access posts in the upload forum (before patterns have been approved and sent to their respective subforums), or if they are in one of the Recycled forums (posts that have been recycled for being incomplete or other reasons).
If youre trying to have a look while a pattern is still in the upload forum, youll need to wait until its been moderated and moved to the forum it belongs to before you can access it. Anniekins link explaining levels is correct if you are not able to download the file after its been moderated.

You need to advance to DIY 1 or DIY 2 to download depending on the read permission of the attachment.
