help with pattern

i was following a pattern and i got stuck on the first rounds.
i do not understand wat i need to do on rown 3, because on row 2 i have an empty stitch left.
this is the part i dont understand:
1: 9 ch
2: sc in 2nd loop from hook, 6 sc,3 sc in 1 loop, 6 sc, inc (18)
3: inc, 6 sc, 3 inc, 6 sc, 2 inc (24)

The stitches are all add up. I would suggest:

1. Use a marker, when you start a row

2. After you crochet 3 sc in 1 loop, make sure you start in a new loop on the other side. That was my problem, until I figured that out, now I usually stretch the chain a bit to see the loops clearly.

Hope my explanations are understandable.

Not sure why you are getting an extra sts?  The maths count works out to your post.
Round 2: sc in 2nd loop from hook, 6 sc,3 sc in 1 loop, 6 sc, inc (18)

sc in 2nd chain from hook
6sc
3sc in next ch,
6sc
2sc in last ch (18sts)



Round 3: inc, 6 sc, 3 inc, 6 sc, 2 inc (24)

Increase 1st chain (2sts)
6sc (8sts)
Increase in the next 3 ch (14sts)
6sc (20sts)
Increase in the next 2 ch (24sts)
