I have tried very hard o find the rate button and I cant find it
Please point me in the rite direction

I think you get this button when you are in level 1.
You are now on level 0.

I think Caro1970 is right. How many gold coins you can rate seems to depend on diy level.  For example, Im diy3 and can only rate a maximum of 3 gold coins.
