Unable to open file

Is anyone else able to open this file please?

There is a PAT file within the Rar file, but I have tried 3 different sites to convert from PAT to Jpg and I keep getting the message file corrupted or file not supported.  Wondering if it just me?

This is a repaint.
You need a special programme to open it.

The attachment contained the PCS file and a picture of the pattern which was not necessary.
I dont know what you are trying to achieve, but PCS files cant be converted to jpg without the PCS software.

It looks like the file is a PAT file and according to the sites I have looked at and tried to use, it seems that you can convert a PAT file to JPG.  Seems that I am wrong, if what you say is correct.
