DIY.0 - unable to send PM

DIY.0 is really painful! Most of the options that would enable you to know more people are blocked. Does anyone know of any workaround?

I just got to level 1, but I can only send 1 PM per day. Is that normal? I want to reply to a mod who helped me but I cant :(
