What is stick time limited on bounty area?

Hi can anyone explain to me what stick time limited is?
I noticed this bounty never shifts even when new bounties are added. Generally, all bounties will shift when a new bounty is added.
How to do that? Can we do it? Or is it something only admins can do?

Just threads being "pinned" to the top for more visibility.
Mods can do it for an interesting thread, users can do it (at a charge) to create visibility.
