"Recycled" & "Recycled-Checked"

So what exactly are "recycled" & "recycled-checked" sections.
Is it like a space for duplicate resources or something ...??

The recycle area is where moderators send threads that have problems, or expired/old chat threads. Then they get checked by Turquoise and after that they get moved to the checked area.
