Confusion of a still-newish user

Hi everyone! I just had a question about the "Free Download" section. It says free, but then when I click to download a file, there is a pin cost. So I'm curious as to where the free part comes in! lol I've mostly got the site figured out, but that one still has me stumped, in spite of the description on page one of the forum. Thanks in advance for any clarification someone can give!

All downloads cost 30gc on top of the pattern price, it's like a tax. Is this what you have experienced?

I honestly hadn't noticed anything but the pin price coming out of my total, but I could be wrong! Lol I notice that things I POST have a "fee" taken out, though.

The description says there is no "basic fee" for downloading in that section, so I guess that means there is a basic fee when downloading elsewhere. I'm actually not too sure about the specifics either, hopefully someone more experienced knows. (-｡-;
