I agree, the dolls i did with it are just to decoration purpose.
On some patterns they tell to use wire securised but tape on bottom & top.

And

I put in the neck doll hair curlers. They wind the hair of women.
Doll can bend the neck in different directions. And it is safe for children.

The bendy curler is a great idea! I think even for body parts that you want to be able to move would be great.

I use wooden cotton buds for small necks three wrapped together will do the job, good thing about cotton buds its safe and have no sharp edges at tops or downs and when you gather three and cover them with soft fiber it will hold the head and neck very nicely
I hope this helped, also you can use three long barbeque sticks to hold both body and neck and head but make sure you break the sharp edge and cover it with fiber and dont make them so close to top of the head or bottom of the body but long enough to be from the middle of the body to the middle of the head only and cover with fiber before using
