I just made it to Level 2. It literally seemed like it took forever!!!To get to levels:
1. reply to posts with comments
2. share your work and when people compliment - compliment back saying thank you
3. there are hourly tasks under My Center - I havent done any myself - so cant say how much they help you with credits but they do give you gold coins
4. post (scan) a book, chart, magazine or something for people to download - I did one. But I find some things I have that arent on here - its hard cause there are already so many downloads. Make sure you do a thorough search first or it will be removed.
5. you get free coins each day to use to rate people after you reach DIY.1. Use them. When you run out the system will tell you.

Im still figuring things out too. So thats all I know so far....lol

I really do not have anything to upload since I am still a newbie. Do you think that will prevent me from moving up a level?

As already said, you can post work in progress or none. Just do some of the other things I mentioned and youll get there eventually. Theres not much difference between Level 1 and 2. Itsbmainly the higher levels where theres a difference from what I can tell so far.
