1) Go to the upper right hand corner of your screen and select "My Center."
2) Select "Magic" (4th icon).
3) Go to "Red Envelope Card" (7th icon) and click on "Buy."
4) A pop-up window will appear. Click on the blue "Buy" button. This purchase will cost you 20 coins. You will receive a notification of your purchase...you can either click on the X at the upper right hand corner of that window or click on the blue "Submit" button to close that window.
5) If you wish, you can now select "My Magics" on the left side of your screen to see what sort of things you might have for use. (You will probably only have the one red envelope.)
6) Go to your profile - easiest way is to just click on your user image in the upper right corner of your screen.
7) Under " rofile" on the left side of your screen, you'll see a small menu starting with "Dress Space." The fifth option is "Use the red envelope." Click on that.
8) You can now choose how many gifts you want to give away and how many coins. (Example: I chose 10 envelopes for a total of 100 coins...so 10 people will get 10 coins.)
That's it! You won't get a 'hey they're all gone' notice, but if you go to your profile and you see that instead of 'use the red envelope' your menu says 'return the red envelope,' then you know you still have a few envelopes out there waiting to be claimed. 
As for knowing who has them out there...not many people here use this option. The only ways to know if there are any out there is to (a) go look at people's profiles, and (b) look for messages on the forums that say "hey I have a red envelope on my profile!"
