Who do I contact about a pattern I bought?

I bought a pattern that said it was in Russian but that one could use the "translate option" which I thought was a link in the pattern...it wasnt there. I dont want to report it, I just want to know what and where this "translate option" is. Who do I contact? And how can I contact this person when I dont have permission?
